Introduction : Urban Development Project is carried out By Ministry of Communication to improve the quality of life through enhancement of the level a coverage of basic urban services in selected secondary towns of Bhutan and to the end: 1) To strengthen the financial and institutional capacity of the responsible authorities to deliver such services and 2) to finance high priority investments in such services for which there is broad public support. This objective reflects the Royal Government of Bhutan's (RGoB) Policy of balanced regional development and decentralization, and its dedication & to environmentally sustainable development. This project will be implemented in ten districts.
The Challenge : The UDP & RAP was going to implements at various locations throughout country. This was the main reason the accounting of fund is becomes difficult. The idea was like various donor submit their fund with Ministry of Finance and MoF then release that fund according to need in specified bank accounts. But when reporting to donor they want consolidated summary of utilization of fund. Because of that they decided to develop software, which will take care all of it.
The Solution : We designed software in such way that will suit in Bhutan environment. GUI is very simple. So that any non skilled person can operate it. We have covered budget process, fund release, accounts, fund forecasting.
Generating budget reports, monthly account statements, PMR according to World Bank format. We provided floppy based data transfer as well as electronic data transfers facilities to compile data at headquarter. For data backup and restore given simple menu based GUI.
