SPBCD Construction Manager:
Introduction :
The School Planning & Building Division of the Education Department, Royal Government of Bhutan, is a technical organization that is responsible for meeting the physical facilities needs of the Education system in Bhutan.
The Challenge :
Bhutan's development efforts has always placed a very high priority on educating its people and to this end, numerous projects are under implementation through assistance from various donor agencies.
The School Planning & Building Division has realized that it is not only important to implement these projects but maintaining the quality of construction is another major consideration for reducing future maintenance costs, and also to utilize optimally the funds that are available.
This ideology is true for any implementing agency.
Some of the constraints that the implementing agencies face while fulfilling these responsibilities are:
The shortage of technical staff in Bhutan; This often leads to situations where people are assigned more than what they can manage, and leads to poor quality of work.
A young construction industry that lacks the skills and experience of planning and management.
It is against this backdrop that SPBD developed this software with the primary objectives of fulfilling the following:
- To allow greater time for site supervision and quality control by cutting down on the time required for contract administration.
- To provide the necessary technical and management support to the Bhutanese contractors in-order to successfully implement the projects.
- To bring about transparency in the contracting procedures to improve the efficiency, administration and management in the construction industry.
The Solution :
This software has been made especially for the construction Industry of Bhutan. This parameter-based system is designed as per their special requirements.It is a standard Construction Manager Software for the whole Country and it has been sold to all class 'A' Contractors of Bhutan and accepted by all government agencies.
Salient Features of the Software :
- It is a total Parameter-based Software
- It has been designed in such a way that user can manage all the Masters and Transactions as per his requirements. There is also standard information that comes with software itself.
- It is a User Friendly Software
- Software is made with the standard Development tools that appear like any other window-based applications.
Rate Analysis :
- This module has been developed with the requirements of the user and user can define Master Bill of Quantity Information category/Activity wise. User can maintain the Labor cost, Material Cost, Water charges and other information percentage wise and as per the Percentage, the Rate Analysis for the particular item will be calculated.
- User can estimate Rate Analysis by using Basic Material and Labor Code as well as Particular Item, which has Rate Analysis information.
- Construction Name Bill of Quantity
This contains information about Quantity of items that will be used for the particular construction. This may vary location wise.
- · Project/Tender Bill of Quantity
This is where particular agency prepares tender for the construction work carried out by them. This information is again based on Construction Name Bill of Quantity.
- Contract Bill of Quantity
As soon as contract is awarded, Contract rates will be entered in the software as per the Item and quantity.
- Contract Bills/Running Account Bills
It maintains the information for each Running Account Bill for each Contract. It also contains information about the Amendment items and Recovery information.
- Work Plan and Physical Progress
The two most important aspects of construction work are Financial and Physical Progress. To maintain the physical progress stage wise or task wise, system keeps information percentage wise. According to that it will give reports, which gives comparison for financial as well as physical progress and can be imported in Microsoft Project.

The System also allows data transfer facility between sites as per the contract and keeps security for updating of data at site.

System provides security at four different levels.
